Brooks/Ladd motion to purchase trimmer from Easy Start pending

Received notice on LGC case re warranty re train station roof.

N Moulton lost tailpipe on tracks on Main St; called railroad twice; suggested getting state involved now.

Board called Potvin, Allen, and Burns in re conflict that involves ATV use on a town road. The Selectmen asked for a face-to-face meeting so individuals can resolve issues related to use of destination access trail. Selectmen will not be taking general public input during this portion of meeting; they will be taking comments from main parties only. Potvin (referred to letter she wrote) stated there was an ongoing problem re ATV access along Diamond Rd—speed, unnecessary travel as a trail, road looked at as trail rather than road (public also uses it). With complaints, result is temporary fixes or ignored each time. Allen (referred to letters he provided) said there is no damage to road from ATVs; he and others maintain sand hill. Allen said trail has always been there from Big Rock campground. Potvin said marks were put in road from ATVs; Lynch repaired trail last year; there is a berm as a result of ATV trail. She stated she was nearly hit as she backed out. She stated some people used road instead of cutoff trail through sand hill. Use of road rather than cutoff portion is an ongoing issue. She cited excessive speed/noise coming out of hill and up to Diamond Rd. Allen said signs had not changed since last year. Allen said only time someone goes on road is when towing someone who is broken down; no one else gets permission to use road. Burns said speed limits have been posted on road. Signs remain a couple days and then disappear. He has no problem with disappearing signs in other portions of the trail system. Potvin said the only 10 mile an hour sign is by the grange hall; there is a slow sign; another sign is fallen. Burns said he has placed signs several times; last year he made Allen aware of hot spot and Burns signed it himself. Burns said Potvin’s concerns re speed and dust are legitimate; there should not be dust at 10 mph. Burns said he will sign road again. Burns said best he can do is sign road again; no one has authority to stop and arrest anyone; people can be reported. Potvin stated Allen was main culprit. Road can be policed by certified officer. Burns said town has little liability with RSA saying there is no duty of care unless something negligent is done. Burns said it is easy to put signage up where trail leaves road. Brooks said to emphasize sticking to trail and keeping to speed. Allen said he could put more signs up re Stick to Trail. Discussion followed about water bars and speed bumps. Ruch/Brooks talked about water bars or speed bumps on town road. Burns said to save money on water bars—try the signs.

Burns presented town with ROW easements for the ATV trail on several town roads.

Goulet reported a bear at recycle; F&G has been notified.
